Training Course Developer-Instructor (TESA) – TechELINT

The Technical Electronic Intelligence-Signals Analysis (TESA) Course Developer-Instructor is responsible for course development and instruction on technical analysis of radars, jammers, and other electronic emanations from developmental and fielded systems used for warfighting, national security, criminal activities, and other purposes. It also includes analysis on intelligence derived from the sources such as radar and jammer emissions, aircraft, spacecraft, missile command links and telemetry, automated beaconing, navigation, and tracking control systems, and the existence and parameters (but not content) of radio frequency communications used for warfighting, security, criminal activities, and/or other purposes. The TESA Course Developer-Instructor must possess the following capabilities: Developing accurate signal chronologies and determination of relationships between related signals for accurate event correlation and reconstruction. Providing feedback to improve ELINT collection tasking and processing and/or production of tuning updates for national processors to improve automated ELINT reporting; Updating or creating entries for national ELINT databases in accordance to established standards; Analyzing multiple data sets and utilization of ELINT terminology within presentations and communications providing cohesive ELINT analysis findings in accord with SIGINT reporting standards; Using signals analysis tools, techniques, and procedures to make precise measurements of ELINT parameters including such things as radio frequency, inter/intrapulse modulation, pulse duration, and scan. Soliciting and receiving course feedback from students and other people and timely incorporating appropriate feedback into courses and presentations. Maintaining expertise in TESA. Developing new TESA courses, modules, and presentations while ensuring the accuracy and currency of existing ones. Using good communication skills when working with others in the development, presentation, and updating of TESA teaching and course material. Qualifications: The TESA Training Course Developer-Instructor requires 2 or more years of technical teaching experience and/or technical curriculum development (e.g., military courses, academia or industry classroom (faculty/adjunct), On-the-job (OJT) instruction) with additional qualifications for Levels 1 and 2 below.

It may also come from existence and parameters (but not content) of radio frequency communications used for warfighting, security, criminal activities, and/or other purposes. The OpELINT Training Content Developer-Instructor must possess the following capabilities: Soliciting and receiving course feedback from students and other people and timely incorporating appropriate feedback into courses and presentations. Maintaining expertise in OpELINT Developing new OpELINT courses, modules, and presentations while ensuring the accuracy and currency of existing ones. Using good communication skills when working with others in the development, presentation, and updating of OpELINT teaching and course material. Qualifications: An OpELINT Training Course Developer-Instructor requires 2 or more years of technical teaching experience and/or technical curriculum development (e.g., military courses, academia or industry classroom (faculty/adjunct), On-the-job (OJT) instruction) with additional qualifications for Skill Levels 1 and 2 below.

Training Course Developer-Instructor – Technical Collection

The Technical Collection (“TC”) Developer-Instructor is responsible for course development and instruction on first- line network and target analysis. This includes technical collection for analysis of radars, jammers, and other electronic emanations from developmental and fielded systems used for warfighting, national security, criminal activities, and other purposes. Additionally, it includes collections for analysis on intelligence derived from the sources such as spacecraft and ground-related systems, radars and jammers, aircraft, missiles, command links and telemetry, automated beaconing, navigation, tracking control systems, and other radio frequency communications. The TC Course Developer-Instructor must possess the following capabilities: End-to-end data collection and processing. Surveying the radio frequency/cable environment. Performing signal acquisition and collection with technical systems and platforms. Operating, monitoring, and adjusting collection processing systems and equipment. Managing the end-to-end data flow process for collection. Identifying target communications within the global network. Applying Intelligence Community collection management processes and analyzing signals and/or cryptographic data including analog signals in different domains (frequency or time) and signals from multiple telecommunications environments. Using one or more collection systems used to optimize acquisition. Applying radio frequency theory (e.g., radio wave propagation, antenna theory antenna usage) to collection-related requirements and actions. Satellite communications and operations utilizing satellite systems such as SATCOM equipment and telemetry Gathering and analyzing information to identify relevant sources of data or information sought to be collected and subsequently selecting the best tools and methods available to achieve collection requirements. Using signals analysis tools, techniques, and procedures to determine collection needed to make precise measurements of technical parameters including such things as radio frequency, inter/intrapulse modulation, pulse duration, and scan. Analyzing analog signals in different domains (frequency or time) using appropriate tools (for example, spectrum analyzers, dual beam oscilloscope). Taking into account a particular audience, arranging and tailoring technical and other information and materials and then clearly communicating on the topic, in oral and written manner, to achieve required goals and outcomes. Soliciting and receiving course feedback from students and other people and timely incorporating appropriate feedback into courses and presentations. Maintaining expertise in TC Developing new TC courses, modules, and presentations while ensuring the accuracy and currency of existing ones. Using good communication skills when working with others in the development, presentation, and updating of TC teaching and course material. Qualifications: The TC Training Course Developer-Instructor requires 2 or more years of technical teaching experience and/or technical curriculum development (e.g., military courses, academia or industry classroom (faculty/adjunct), On-the-job (OJT) instruction) with additional qualifications below.
