Training Content Developer-Instructor- TechFISINT The Technical Foreign Instrumentation Signals Intelligence (TechFISINT) Course Developer-Instructor is responsible for course development and instruction on the: Exploitation of developmental and fielded space and weapons systems to determine performance characteristics, capabilities, limitations, system vulnerabilities, and operations. Reporting of results of TechSIGINT-derived space and weapons to Intelligence Community (IC) customers in appropriate Technical Memorandums and models. The TechFISINT Training Content Developer-Instructor must possess the following capabilities: Providing engineering analysis and technical support and resolving tasks to completion. Processing of data using mapping tools, algorithms, intelligence reports, and display tools; Identifying out-of-the-ordinary telemetry formats. Analyzing satellite and weapons systems to include satellite operations and basic satellite communications principles. Conducting FISINT signals analysis using particular computer software and hardware; Analyzing of telemetry data to determine basic level of understanding of system performance characteristics, and capabilities. Using FISINT terminology and documentation of cohesive analytic findings in accordance with SIGINT and Telemetry Beaconry Analysis reporting standards. Developing of accurate signal chronologies and determination of relationships between related signals. Maintaining expertise in TechFISINT. Soliciting and receiving course feedback from students and other people and timely incorporating appropriate feedback into courses and presentations. Developing new TechFISINT courses, modules, and presentations while ensuring the accuracy and currency of existing ones. Using good communication skills when working with others in the development, presentation, and updating of TechFISINT teaching and course material. Knowledge and experience with one or more of the following: : o Python o MATLab o Radio Frequency/Antennas o Software Defined Radio (SDR) framework o Signals Analysis

Training Course Developer-Instructor – Technical PROFORMA

The Technical PROFORMA Intelligence Course Developer- Instructor is responsible for course development and instruction on technical PROFORMA signals analysis (PSA) of machine generated, formatted data communications found in military command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR), civil, industrial, commercial, and personal applications conveying information derived from sensors and/or control systems. The Technical PROFORMA Training Content Developer-Instructor must possess the following qualifications: Qualifications: A TechFISINT Developer-Instructor candidate will have 2 or more years of technical teaching experience and/or technical curriculum development (e.g., military courses, academia or industry classroom (faculty/adjunct), On-the-job (OJT) instruction).

Analyzes system requirements and leads design and development activities. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology. Incorporates new plans, designs and systems into ongoing operations. Develops technical documentation. Develops system Architecture and system design documentation. Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Communicates with other program personnel, government overseers, and senior executives.
